TechRadar also scored some details from another training slide deck for BlackBerry 10. This deck lists out most of the features we already know though it does include some interesting additions. Mainly I found it interesting that they have confirmation of the four variants of BlackBerry 10 L-Series devices. Here is what they had to say:
…it appears that the L-Series will arrive in four different guises around the world to cope with the various network frequencies.
The BlackBerry London will be the only non-4G variant with support for 21Mbps HSPA+, while the BlackBerry Laguna, BlackBerry Lisbon and BlackBerry Liverpool will all feature LTE technology. The information says these specs are subject to change, so could alter slightly before final release…
So it looks like RIM will have a variant for every market with a non-LTE mobile for markets that do not have LTE yet.

Small correction, 21mbps HSPA+ is also 4G as per definition. So it is incorrect to say it as non-4G. You can call it non-LTE.
