On my z10, none of the contacts in the enterprise account show up into the Phone App. It was okay a few days ago. As far as I can tell, I did not change any configurations. Obviously BB Balance is activated on my phone. Could this be the doing of some IT policy?

Yes, there is a Balance button. Whether the BB Balance is locked or unlocked, the Phone App will not pick up the contacts at all.
No idea once you are dealing with Balance. You have to ask your sysadmins.
