I always get a kick out of XKCD comics and the latest one does not disappoint. They take on the US cell phone number this time along with area codes. This is all because US cellular carriers stopped caring what your area code is when roaming charges and national long distance went away. Remember those days?
BTW also worth checking out is XKCD’s visualization of the history of congress. I always find US history interesting with odd occurrences like Democrats being pro slavery.

The comic didn’t make much sense.
Without the area code, there are only a finite set of phone numbers that can be doled out.
So no two people in the US has the same 7 digit number?

No but the area code used to matter. Now it no longer does with people keeping their numbers forever. That means people in NYC will have cellphones with area codes from Los Angeles and such.
